The powers that be at Steam told them they would not be able to offer pre-orders on the game (it is apparently Steam policy that the first game you publish on Steam cannot accept pre-orders).
They are using Steam for the alpha, and created the Steam page with the intent to open up pre-orders on Steam. It's been that way since the game first hit Steam.
